Tennessee – The Tennessee Department of Human Services (TDHS) has announced the opening of the 2025 Families First Community Grant Program, making approximately $27 million in funding available to non-profit organizations focused on strengthening low-income families across the state.

Applications are now being accepted from qualified non-profit organizations that deliver direct services aimed at promoting self-sufficiency and economic stability among Tennessee families. The application period is open through July 10 at 5 p.m. Central Time.

Commissioner Clarence H. Carter emphasized the importance of community-level efforts in achieving lasting impact.

“Through the Families First Community Grant Program, we are investing in local-level partners who understand the unique challenges of our vulnerable population and their community,” said Carter. “Our goal is to strengthen Tennessee’s safety net by empowering families with the tools, resources, and opportunities they need to thrive, not just for today, but for generations to come.”

The initiative is part of the state’s broader strategy to utilize Temporary Assistance for Needy Families (TANF) fundsin innovative ways. It supports organizations offering services in key areas including education, health and well-being, economic mobility, and the creation of safe, stable, and nurturing family environments.

Grants will be awarded through a competitive application process, with applicants evaluated based on their ability to deliver measurable, impactful services that address specific community needs. Programs that align with at least one of the four federal TANF goals—which include promoting job preparation, reducing dependency on public benefits, encouraging the formation of two-parent families, and preventing out-of-wedlock pregnancies—will be prioritized.

TDHS is particularly seeking community-based nonprofits that are prepared to take a leading role in both the design and implementation of family-centered initiatives. Selected grantees will be expected to provide clear outcomes demonstrating how their work contributes to transforming Tennessee’s safety net and improving long-term prospects for vulnerable populations.
