Tennessee – Tennessee Governor Bill Lee has appointed Jeff Holmes as interim commissioner of the Tennessee Department of General Services, effective June 12. Holmes takes over from Matt Van Epps, who stepped down on June 10 to pursue a new professional opportunity after a distinguished tenure in state government.

“Matt has faithfully served Tennesseans through his experience in the Tennessee Army National Guard and roles in my administration,” said Gov. Lee. “I deeply appreciate his leadership at the Department of General Services, and Maria and I wish Matt continued success and pray God’s blessings over him in the days ahead.”

Van Epps was named commissioner of DGS in September 2024 and led the department to several milestones, including being recognized with a Top Workplaces award. His career in the Lee administration included key leadership roles such as deputy chief operating officer in the Governor’s Office, assistant director of procurement and contracts with the Tennessee Department of Transportation, and assistant commissioner at the Department of Veterans Services. A West Point graduate and U.S. Army veteran, Van Epps continues to serve in the Tennessee Army National Guard. He lives in Nashville with his wife and daughter.

Holmes, the newly appointed interim commissioner, currently serves as Director of Planning and Programming for the Tennessee Board of Regents. He previously served as Tennessee’s 76th Adjutant General, overseeing the state’s Military Department, which includes the Army National Guard, Air National Guard, and State Guard.

“Jeff Holmes has a significant track record of serving Tennesseans for more than forty years in the Tennessee National Guard, and in my administration as Adjutant General,” said Gov. Lee. “I’m proud to welcome him back to serve as a member of my cabinet and appreciate his willingness to lead the Department of General Services.”

Holmes brings nearly 44 years of military experience, beginning his service in 1979 as a tank crewman at Fort Knox. He deployed twice to Iraq during Operation Iraqi Freedom—first in 2004 as a squadron commander and later in 2010 as regimental commander of the 278th Armored Cavalry Regiment. Before serving as Adjutant General, he held the position of Deputy Commanding General for First Army.

Holmes is expected to provide steady leadership for DGS as the department continues to support state operations and infrastructure management across Tennessee.
