Chattanooga, TN – The City of Chattanooga has announced the start of construction on its new Business Resource Center, a key initiative supported by funding from the American Rescue Plan Act. With a total budget of $1.8 million, this center is set to become a vital resource for local entrepreneurs, particularly those who have historically faced challenges in accessing business support and funding.

“This center is about expanding opportunity in service of prosperity, a pillar of the One Chattanooga plan,” said Mayor Tim Kelly. “Too often, entrepreneurs—especially those without existing networks or financial backing—struggle to find the resources they need. By creating a space where business owners can access the right tools, expertise, and funding, we’re making sure everyone, particularly those in underserved communities, have a fair shot at success.”

The Business Resource Center will be located at the former Kelley Building at 332 East Martin Luther King Boulevard. While the building is not connected to Mayor Kelly’s family, the location serves as an ideal site for this new hub of business development.

Designed as a comprehensive facility, the center will offer technical assistance, funding opportunities, and access to legal and accounting services. By consolidating essential resources under one roof, the city hopes to simplify the process for small business owners seeking the support needed to grow and succeed.

The facility is scheduled to open in October 2025. Once operational, it will also feature ADA-accessible training rooms and offer on-site support from lenders including Community Development Financial Institutions, the Small Business Administration, and local credit unions. This new center aims to create a more accessible and supportive environment for Chattanooga’s entrepreneurs, fostering growth and development in the city’s diverse business community.
